1.2 mln hectares surveyed under new NCR programme

ABOUT 1,223,646 hectares have been surveyed under the New Initiative Native Customary Rights (NCR) Land Survey Programme from October 2010 to Oct 31, 2025.

Deputy Minister for Urban Planning, Land Administration and Environment Datuk Len Talif Salleh said that the government has always recognised and safeguarded the legitimate rights of the people over their NCR land under existing land law provisions.

“Of this total, about 947,442 hectares have been gazetted as Bumiputera Communal Reserve (Agricultural) under Section 6 of the Sarawak Land Code and these surveys are conducted based on applications from the parties involved.

“Since 2017, the surveys have also focused on individual lots for the issuance of land title certificates under Section 18 for areas that have been gazetted, based on applications and the readiness of claimants.

“As of Oct 31, 2025, a total of 107,467 individual lots have been successfully surveyed, covering an area of 127,016 hectares, for which land title certificates under Section 18 of the Sarawak Land Code have been or will be issued,” he said.

He was delivering the Natural Resources and Urban Development ministerial winding-up speech on behalf of Deputy Premier Datuk Amar Awang Tengah Ali Hasan in the august House today.

He added that 44,980 hectares in Katibas have been fully surveyed and gazetted while three areas covering 11,238 hectares are currently under survey, four areas covering 31,327 hectares are scheduled for survey, subject to the readiness of claimants in the field, and two areas covering 4,515 hectares are involved in disputes on the ground.

“For individual lot surveys, four areas covering 16,276 hectares have been approved for surveying and of these, two areas covering 8,611 hectares are currently being surveyed, of which 1,290 hectares comprising 484 lots have been completed.

“The remaining two areas covering 7,665 hectares will begin surveying.

“A total of 449 land title certificates under Section 18 of the Sarawak Land Code have been issued for areas that have been surveyed,” he added.

He also said that under the initiative Ulu Sikat and Sungai Sebakong, Mukah are currently in the process of gazettement.

“Meanwhile, Nanga Langan Baoh, Dalat has completed its survey.

“And to ensure sufficient allocations the government has increased funding and expanded the survey team to 467 officers of various categories to enhance the existing capacity of the Land and Survey Department,” he said.
