Sarawak poised to be good governance model, says Premier

KUCHING: Sarawak’s unique position which is rich in natural resources, cultural diversity and political stability gives it a distinct edge to become a global model of good governance and sustainable development.

In stating this, Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg said this role would not only elevate Sarawak’s reputation nationally but also position it as an international example of responsible leadership.

“Sarawak is not moving forward alone. Our efforts are aligned with the global agenda, including the Sustainable Development Goals (SDGs), particularly SDG 16 (Peace, Justice and Strong Institutions), and the broader agenda that emphasises good governance and accountability to ensure sustainable development.

“Through international cooperation networks, we aim to ensure that Sarawak becomes part of the global solution to challenges such as corruption, environmental crises and social inequality,” he said.

Abang Johari said this in his text-of-speech read by Deputy Premier Datuk Amar Awang Tengah Ali Hasan at the opening of the 2025 National Conference on Integrity and Governance themed “Reimagining Governance for People, Planet and Profit” held at a leading hotel here today (Oct 7).

The Premier said Sarawak is taking a proactive approach in contributing to the global climate change agenda through the implementation of renewable energy initiatives, green hydrogen development, and the preservation of tropical forests which serve as the lungs of the earth.

“This not only supports the Paris Agreement on Climate Change but also demonstrates the state’s commitment to the green economy and sustainable development,” he said.

He added that the Sarawak government is also paying attention to strengthening institutional capacity and professional networks through strategic collaborations with international bodies, global financial institutions and leading universities.

“This is crucial to ensure that our governance policies and practices remain relevant and aligned with international standards,” he said.

On the domestic front, Abang Johari recognises that integrity is not merely an instrument of enforcement; it is the foundation of sustainable development.

“Without integrity, all plans remain mere rhetoric. Without transparent and independent governance, the promise of progress will collapse before it reaches the people,” he said.

The state, he said, continues to institutionalise integrity as part of the Post COVID-19 Development Strategy (PCDS) 2030, recognising that infrastructure, digitalisation and the green economy alone are insufficient without a strong foundation of values.

“What is more important is building a value structure based on transparency, accountability and integrity,” he said.

He cited several initiatives under this agenda, including the establishment of the Integrity and Ombudsman Sarawak Unit (UNIONS), the placement of Certified Integrity Officers (CeIO) across all government agencies, the implementation of the e-procurement system, structured training for civil servants, and enactment of the Sarawak Ombudsman Ordinance 2023 — the first of its kind in Malaysia.

“With this Ombudsman Ordinance, Sarawak has set a new standard in state governance — a mechanism to prevent abuse of power, reduce the risk of misconduct, and embed integrity as the foundation of decision-making in government,” he said.

He added the ordinance provides an official and independent mechanism for citizens to submit complaints, demand accountability, and ensure that the government remains open to review and improvement.

“This step makes Sarawak a pioneer in Malaysia in establishing an ombudsman institution complete with a legal framework. It also places the state on par with developed nations that see the ombudsman as a hallmark of a functioning democracy, integrity-based administration, and protection of citizens’ rights,” he said.

Abang Johari said through such measures, the state is sending a clear message to the people, investors and the international community that integrity is not just a slogan, but a firm commitment to transparent and fair governance.

Meanwhile, the inaugural conference is a collaborative effort between the Sarawak government and various stakeholders, aimed at strengthening their shared commitment to promoting integrity and effective governance practices in Malaysia.
