Sarawak adopts 3R approach to enhance governance efficiency

SINGAPORE: The Sarawak Government is ramping up its administrative capacity and competitiveness through the ‘Rethink, Revisit, Recharge’ (3R) approach to ensure State policies and development initiatives are implemented effectively and deliver tangible benefits to the people.

State Secretary Datuk Amar Mohamad Abu Bakar Marzuki said the approach is essential to keep administrative processes relevant, efficient and responsive to changing demands.

“As department heads, we must manage change wisely. Leaders want fast results, the people want quick approvals, and elected representatives want prompt implementation – all of which are closely tied to processes,” he said during the SCS 3R presentation at the Sarawak Civil Service (SCS) One Team Retreat (OTR) 2025 here today.

He shared several success stories of the Sarawak Government’s initiatives during the retreat, stressing the need for continuous innovation in governance.

“We cannot remain stagnant or be content with the status quo. We must constantly rethink, revisit, and renew our approaches to stay aligned with the Premier’s vision,” he said.

Highlighting the energy sector, Abu Bakar underscored the key role of government departments in supporting Sarawak’s vision to become a regional energy hub.

“We have monthly reports and committees to ensure that every agreed decision and action is continuously monitored. We don’t want these to remain only on paper; what matters is actual implementation,” he said.

He also outlined strategic measures to boost Sarawak’s resilience against the African Swine Fever (ASF) outbreak.

The Ministry of Food Industry, Commodities and Regional Development has reviewed processes and business models in the pig farming industry by introducing centralised pig farms.

“This measure not only helps control diseases but also positions Sarawak as a model for modern livestock farming. We believe every challenge has a solution; what matters is our willingness to rethink and find the best approaches,” he explained.

The 3R approach has also been expanded to the education sector through the Raspberry Pi Computer project, which aims to enhance digital capabilities in rural schools.

“This project gives teachers and students access to affordable technology platforms, thereby strengthening digital literacy. As a result, many students have begun showing interest and innovation in technology,” he said.

Abu Bakar emphasised that such initiatives reflect Sarawak’s ability to progress through fresh thinking, swift action, and effective implementation, aligning with Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg’s aspiration to see the state emerge as a leader in energy, innovation and sustainable governance in the region.

Alongside Abang Johari, also present at the programme were his three deputies, Datuk Amar Douglas Uggah Embas, Datuk Amar Awang Tengah Ali Hasan, and Datuk Amar Dr Sim Kui Hian, as well as State Cabinet ministers and department heads.
