MOSCOW, Russia: Russian President Vladimir Putin signed a law tightening regulations on the stay of migrant workers’ children and income requirements for foreign workers, with the relevant documents published on the official legal information portal on Sunday, reported Sputnik/RIA Novosti.
Under the first set of amendments, children of migrants must leave Russia within 30 days of turning 18 or obtain their own work patent without the need to present an education document. Until adulthood, their temporary stay is extended for the duration of their parent’s patent, but not beyond the age of 18.
To extend the child’s stay, the parent must pay a fixed advance personal income tax payment for each child. If the patent is not renewed or is annulled, the foreign national and their children must leave Russia within 15 days, unless other legal grounds for stay exist.
The second set of amendments requires foreign workers to support themselves and their dependents at a level no lower than the regional subsistence minimum multiplied by the applicable coefficient in the region of employment.
If a foreigner works in multiple regions, the calculation will be based on the highest coefficient, which must not exceed the average monthly salary in the region.
A monitoring mechanism has been introduced, namely, tax authorities will provide income data to the Interior Ministry for three, six, nine, and 12-month periods, while the Social Fund will supply information on workers’ employment status.
If income is found to fall below the established threshold, the foreign worker’s employment contract is considered terminated, and their period of stay in Russia is reduced. – BERNAMA-SPUTNIK/RIA NOVOSTI
