KOTA SAMARAHAN: The newly established Leadership Park (I-Lead Park) at the National Institute of Public Administration (INTAN) Sarawak Campus will serve as a vital platform to strengthen mental resilience, self-reliance and teamwork among civil servants.
Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, said the facility goes beyond physical infrastructure, aiming to mould a competent and resilient civil service ready to navigate future challenges.
“The I-Lead Park focuses heavily on mental toughness, self-confidence and team cohesion. We aim to build a civil service anchored by strong mental fortitude and seamless teamwork.
“Within an organisation, human capital development starts at the smallest unit before expanding to sections, divisions and ultimately across departments and agencies,” he told reporters after officiating the facility at the INTAN Sarawak Campus (INSARA) today.
Shamsul Azri expressed satisfaction with the overall construction quality, noting that earlier rectifications highlighted during previous inspections had been successfully addressed.
He also witnessed an abseiling demonstration by INSARA’s High Rope Facilitator Team and toured the training facilities.
Executed by the Public Works Department (PWD) Sarawak via the PWD Samarahan Divisional Office, the RM3.01-million project features a main two-storey building known as Incube, 11 outdoor training elements, landscaping, and mechanical and electrical installations.
According to PWD Samarahan Division Engineer, Ir Mahathir Jokeni, the project began on June 28, 2024, and was originally scheduled for completion within 12 months.
It was completed on September 26, 2025, before being handed over by PWD Sarawak to INTAN on December 19 last year.
He said Incube houses male and female toilets, a pump room, storage facilities and dark mess areas, while its rooftop serves as a platform for the 170-metre flying fox.
The outdoor challenge course includes Wild Woozy, Hole in One, Giant’s Finger, Burmah Bucket, Burmah Bridge, Log Swing, Heebie Jeebie, Woodly Bridge, Multi Vine, Ship Crossing and Flying Fox.
“Each element provides a different form of challenge and can be used in leadership development programmes and team-building activities,” Mahathir said.
The facility is designed to support leadership, communication, self-confidence, teamwork and decision-making skills among participants.
