KOTA KINABALU: The review of special grants for Sabah and Sarawak, greater Borneonisation of the federal civil service and increased parliamentary representation dominated discussions at the Malaysia Agreement 1963 (MA63) Implementation Action Council meeting here today (Sept 11).
Prime Minister Datuk Seri Anwar Ibrahim said the meeting also focused on strengthening border security in Sabah and Sarawak, as well as expanding federal civil service positions in both states.
Chairing the first MA63 Implementation Action Council (MTPMA63) meeting for 2026, Anwar said the discussions centred on the implementation of existing MA63 commitments and strategic matters affecting the interests of Sabah and Sarawak.
Among the key issues deliberated was the review of the special grants under Article 112D of the Federal Constitution.
The council also discussed increasing parliamentary representation for Sabah and Sarawak, accelerating the Borneonisation of the federal civil service, and creating more federal public service positions in both states.
Anwar stressed that MA63 should be viewed as an ongoing national commitment rather than a historical agreement.
“MA63 is not merely a page in history or a document remembered every year. It is a national trust and commitment that we must fulfil sincerely, fairly and responsibly.
“What has been agreed upon must be implemented, while matters that remain unresolved must continue to be negotiated with wisdom, sincerity and the spirit of consensus,” he said in a statement shared on his official Facebook page.
He reiterated that the Federal Government would continue working closely with the Sabah and Sarawak governments, recognising both states as equal partners in the Federation.
Anwar said continued cooperation was essential to ensure development and prosperity were shared fairly across the country.
The meeting was attended by Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, Sabah Chief Minister Datuk Seri Hajiji Noor and other federal and state leaders.
He added that the leaders would meet again in Kuching next week for the Malaysia Day celebration.
“God willing, we will meet again in Kuching, Sarawak next week to celebrate Malaysia Day, reflect on the history of the country’s formation and strengthen our resolve to build a Malaysia that is more united, fair and prosperous for all,” he said.
