KUALA LUMPUR: The Malaysian Medical Council (MMC) announced that medical practitioners who submitted complete applications for the 2026 Annual Practising Certificate (APC) before or on Dec 31 but have not yet received their APC certificate are permitted to practise without any action being taken.
It said in a statement that a circular dated today (Jan. 3) was issued regarding the matter after considering the high number of applications still being processed at this time.
“Any medical practitioner who has sent an an application, made payment, and complied with the requirements of Section 20 of the Medical Act 1971 and Regulation 28 of the Medical Regulations 2017 before or on Dec 31, 2025, but has not yet received the APC 2026 certificate because it is still being processed in the MeRITS system, is permitted to practise without action until the certificate is issued.
“This is provided the medical practitioner is not subject to any restriction, suspension, or prohibition on practice under any other provision of the Medical Act 1971,” according to the statement.
The MMC said that for complete and compliant applications, the effective date of the APC was Jan. 1 or according to the date of professional indemnity coverage and is not dependent on the approval date or the date the certificate is issued.
The council also apologises for the delay in processing and issuing the APC for this year, following a sudden increase in applications received at the end of last year, particularly those with supporting documents received late.
“The MMC appreciates the patience and cooperation of all medical practitioners and wishes to ensure that these steps are taken to guarantee the continuity of health services to the public.
“The MMC will also take appropriate improvement steps to ensure that this issue does not recur,” according to the statement.
