BY BALKISH AWANG & NURQALBY MOHD REDA Low-cost high-rise housing schemes built under the People’s Housing Programme, better known as Program Perumahan Rakyat (PPR), are saddled with problems and even labelled as unliveable and breeding grounds or haunts for anti-social elements. But, fortunately, not all of them are in a sorry state
