Collaboration boosts research-driven digital governance initiatives

KUCHING: Sarawak continues to strengthen its leadership in digital land administration following a strategic engagement between PCSS Consultancy Sdn. Bhd. and Universiti Teknologi Malaysia (UTM).

The visit saw a UTM delegation welcomed at PCSS Consultancy’s Head Office in Kuching, marking progress in research-driven digital governance initiatives.

“This collaboration demonstrates Sarawak’s readiness to translate advanced digital research into real-world land administration solutions,” said PCSS Consultancy director of Professional Services, Ts. Andy Tiong.

The engagement formed part of the ongoing BIM-LADM research collaboration funded by the Sarawak government, reinforcing the state’s commitment to innovation-led development.

Discussions were led by Tiong, a Sarawak-born digital construction advocate, alongside Professor Dr. Alias Abdul Rahman from UTM’s Faculty of Built Environment and Surveying.

Alias, a respected 3D-GIS researcher, highlighted the importance of aligning academic research with operational land administration systems.

“Our focus is integrating Building Information Modelling (BIM) with the Land Administration Domain Model (LADM) to harmonise spatial, legal and physical data efficiently,” he said during the session.

The BIM-LADM framework is designed to enhance transparency, efficiency and interoperability within land administration processes across multiple government agencies.

Sarawak has emerged as one of Malaysia’s most advanced states in adopting digital technologies, particularly within governance and land management systems.

This collaboration further strengthens Sarawak’s position by ensuring research outcomes are not confined to theory but translated into practical, scalable solutions.

According to Tiong, PCSS Consultancy plays a crucial role in bridging academia and industry to support Sarawak’s digital transformation ambitions.

“By combining academic expertise with industry execution, Sarawak can set new national benchmarks in smart land administration,” he said.

The initiative is expected to deliver long-term benefits, including improved data integration, policy implementation efficiency and enhanced public service delivery.

With strong government backing, skilled professionals and growing technical capabilities, Sarawak is poised to remain a regional leader in digital land administration.

The collaboration reflects a shared vision between PCSS Consultancy, UTM and the Sarawak government to deliver sustainable, innovation-driven outcomes for future generations.
