KUALA LUMPUR: The implementation of performance assessments in the public service must be carried out fairly, with integrity and in a comprehensive manner, particularly involving experienced officers who have served for many years, the Congress of Unions of Employees in the Public and Civil Services (CUEPACS) said.
Its president, Datuk Dr Adnan Mat, said while CUEPACS welcomes efforts to improve the public service system by placing performance as a key evaluation element, the contributions of long-serving officers should not be assessed solely based on their current output.
He stressed that experienced officers are valuable assets to the public service, who have contributed in terms of experience, expertise, commitment, organisational stability and in mentoring new officers.
“All these aspects should be weighed in a balanced manner in the performance assessment process to ensure it truly reflects an officer’s actual contribution to the organisation and the public service,” he said in a statement today.
Evaluating officers have a major responsibility to conduct performance assessments objectively, transparently and free from elements of favouritism, he said, and assessments should be based on genuine merit, overall performance, professional conduct, as well as continuous contributions to the organisation and the public service.
“CUEPACS believes that a fair and comprehensive evaluation system can enhance the confidence of civil servants, nurture a motivated workforce, and ensure fairness for officers at all levels regardless of length of service,” he said.
He added that CUEPACS would continue to monitor the implementation of the performance assessment system to ensure it genuinely recognises the contributions of experienced officers and supports efforts to strengthen the public service in the interests of the nation and the people. – BERNAMA
