KUCHING: The Enhanced Newborn Incentive 2.0 (EFS 2.0) is a meaningful initiative by the Sarawak government that reflects its people-centric governance and commitment to the wellbeing of mothers, children, and all Sarawakians.
Welcoming the policy upgrade, Kuching South City Council (MBKS) councillor said EFS 2.0 not only provides immediate relief to new families facing unexpected challenges, but also strengthens Sarawak’s social safety net.
“Now managed by Affin Bank, the scheme includes a valuable enhancement; a one-year free life insurance policy worth up to RM10,000 for eligible parents,” he said in a statement issued today.
Under the initiative, every newborn in Sarawak receives a RM1,000 incentive, while one parent benefits from the complimentary life insurance coverage.
The insurance is activated automatically upon the opening of the child’s account, ensuring hassle-free protection.

Tay was responding to the recent announcement by Women, Childhood and Community Wellbeing Development Minister Datuk Seri Fatimah Abdullah, who revealed the upgraded features of the scheme.
He described the policy as both a welfare aid and a long-term investment in Sarawak’s development, offering support from the earliest stages of life.
“The Newborn Incentive 2.0 is not just about easing the burden of new parents. It’s part of a broader strategy to nurture families, support the next generation, and maintain sustainable population growth,” he said.
Tay highlighted that as of 2023, Sarawak’s population stands at around 2.5 million.
He noted that with the country facing declining birth rates, proactive policies like EFS 2.0 are vital for future growth.
“Without enough young people, we risk labour shortages and a dip in national competitiveness.
“That’s why I see this incentive as a visionary move. it is not only a short-term solution but also a key component of a national development strategy,” he said.
As a local councillor, Tay pledged to continue promoting the policy, ensuring that eligible families are aware of the benefits and how to access them.
“I fully support this initiative and applaud the state government for its proactive steps in welfare and demographic planning,” he added.
