KUCHING: The European Commission (EC) has imposed provisional anti-dumping duties on Chinese multilayer wood flooring, ranging from 42.3 per cent to 49.2 per cent.
The EC’s investigation, initiated on May 16, 2024, culminated in the anti-dumping ruling on Jan 15, 2025, affecting several Chinese companies.
“The product involved has the EU CN (Combined Nomenclature) code HS4418 7500 but does not include bamboo panels or panels with at least a top layer of bamboo (wear resistant layer) and flooring with Mosaic panels,” said the International Tropical Timber Organisation (ITTO) in its Tropical Timber Market Report (Jan 16-31, 2025).
The duties are as follows: 45.9 per cent: Jilin Newco Wood Industries Co Ltd and Jilin Forest Industry Product Jinqiao Songlin Flooring Co Ltd, 42.3 per cent: Dalian Qianqiu Wooden Product Co Ltd, Fusong Diwang Wooden Product Co Ltd, Fusong Jinlong Wooden Group Co Ltd, Fusong Jinqiu Wooden Product Co Ltd, Fusong Qianqiu Wooden Product Co Ltd, 42.7 per cent: Hunchun Xingjia Wooden Flooring Inc and Changchun Delin Wooden Flooring Inc, 46.7 per cent: Other related firms, 49.2 per cent: Other companies
Meanwhile, China’s Tariff Adjustment Plan for this year, effective Jan 1, will adjust import tariff rates on certain goods to expand domestic demand and advance high-standard production.
“Provisional import tariffs lower than the most-favoured-nation rates will be applied to 935 commodities as part of the annual tariff adjustment plan. This plan will help increase the imports of quality products,” the ITTO report stated.
The adjustments affect tariff rates for imported wood products, including wood or bamboo charcoal, veneer, wood floor, fibreboard, plywood, wooden doors, wood formwork, wooden pallets, barrels and wooden tools, cork and cork products, bamboo and rattan products.
Import tariffs also will be increased on some commodities, such as syrup and sugary premix, vinyl chloride and battery separators, based on domestic industry development and supply and demand changes.
