IMMEDIATE and serious attention must be given by the government to resolve the plight of residents who still hold green identity cards and birth certificates with an “undetermined” status, particularly in the Murum constituency.
Murum state assemblyman, Kennedy Chukpai Ugon, said despite some families having lived in Sarawak for up to four generations, many continue to face severe restrictions in accessing basic services, including education, healthcare, and government assistance.

“I appeal to the government to give due attention to the issue so that it can be addressed wisely and holistically for the well-being of our people,” he said.
He said this when debating the Supply (2026) Bill, 2025 at the State Legislative Assembly (DUN) sitting today.
He noted that although the National Registration Department (JPN) had implemented the Special Task Force Programme (PPK) in 2023 and 2024, the initiative still fell short of resolving the documentation issues faced by local residents.
“Unfortunately, I understand that the PPK programme does not provide solutions for local residents who hold Green Identity Cards and Birth Certificates with an ‘undetermined’ status,” he said.
He said the government must act through the provisions of the Federal Constitution or mechanisms under the National Registration Act, which falls under the jurisdiction of the Chief Registrar of the National Registration Department, to ensure long-overdue solutions are delivered for the affected communities.
