THE dissolution of the Infrastructure Development Trust Fund (the Fund) is necessary in order for the state’s infrastructure planning and finance processes be updated.
Datuk Lo Khere Chiang (GPS-Batu Kitang) said the Fund, established in 1985 to support private developers in building essential infrastructure for new housing estates, had served its historical purpose.
“This Fund was once crucial in supporting the construction of roads, drainage systems, and water supply infrastructure, especially when private development was beginning to flourish,” he said when debating in support of the Infrastructure Development Trust Fund (Dissolution) Bill, 2025 in the Legislative Assembly (DUN) sitting today.

Lo pointed out that with advancements in planning frameworks, financial models and governance mechanisms, the continued existence of the Trust Fund is no longer necessary.
He noted that the Ministry of Works and Special Functions, which previously managed the Fund, has undergone structural changes and now delivers projects through updated mechanisms.
Despite advocating for the dissolution, Lo emphasised the importance of honouring the Fund’s legacy.
“Let us not forget that this Trust Fund once played a pivotal role in shaping our physical landscape.
“It helped build the roads, drains and basic infrastructure that laid the foundation of many of our communities today.
“We should therefore dissolve it not with disregard, but with due respect, acknowledging its role, and closing the chapter with dignity,” he added.
