First Infantry Division Commander, Major General Datuk Khairul Anuar Abdul Aziz, said the initiative serves as a comprehensive approach to fostering mutual understanding between civilians and the armed forces.

“The spirit of Total Defence must be understood, embraced and practised by all levels of society,” he said at the First Division-level programme held at SK Wira Jaya, Penrissen, today.

He added that the strong support from the school community reflected that patriotism and unity among the people remained intact.

Khairul Anuar also stressed that the nation’s defence relied not only on military strength but also on the resilience and spirit of its people.

The event’s highlight was the launch of the ‘MINDEF Strategic Plan – Engineering Civic Action Programme’ (ENCAP), which includes key projects such as upgrading SK Wira Jaya’s covered walkway, and implementing the Medical Civic Action Programme (MEDCAP) and Dental Civic Action Programme (DENCAP) to benefit students and surrounding residents.
