NANJING: The Kuching Low-Carbon Hub (KLCH) is set to become a flagship model of low-carbon industrial development and a key platform for deepened China-Malaysia cooperation
China Jiangsu International Economic Technology Cooperation Group Ltd (CJI) Chairman, Song Qinbo, said the strong presence of both governments reflects the importance placed on the project.
“We are especially honoured by the presence of Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg at the signing ceremony today as his attendance demonstrates the Sarawak Government’s strong commitment to the project and greatly encourages us,” he said.
Song welcomed all dignitaries and extended appreciation to the Jiangsu Provincial Government, the Sarawak Government, PETROS and industry partners for their support.
He pointed out that CJI, founded in 1965, is the only Jiangsu provincial state-owned enterprise carrying the ‘China’ designation and currently maintains permanent offices in more than 50 countries, conducting business in over 100.
The Group has been listed among ENR’s Top 250 International Contractors for 31 consecutive years.
He said the KLCH initiative is guided by the philosophy of “low-carbon leadership, industrial clustering, and win-win cooperation”, and has received strong guidance from both governments.
In May, CJI and PETROS signed a Strategic Cooperation Agreement witnessed by leaders from Jiangsu and Sarawak.
The partnership was formally established in July, followed by an investment seminar in Nanjing in November involving PETROS, government agencies, major financial institutions and leading enterprises.
Song revealed that significant progressed had been achieved in recent discussions.
“The efficient and pragmatic cooperation has strengthened our confidence in making the Kuching Low-Carbon Hub a model of China-Malaysia cooperation,” he said.
During the recent Steering Committee meeting, both parties reached agreement on cooperation models for five core components of KLCH: the industrial park, central administrative district, data centre, deep-sea port and natural gas power plant.
He said the completion of these components would form a comprehensive, low-carbon, efficient and synergistic industrial ecosystem that aligns with Sarawak’s economic transformation strategy and meets the international cooperation needs of Jiangsu enterprises.
“Low-carbon development is a global consensus, and win-win cooperation is the trend of the times,” he said, assuring that CJI will work closely with PETROS to accelerate implementation and deliver early results.
