THE state’s hydrogen-powered Autonomous Rapid Transit (ART) system is progressing smoothly, with overall works for the Kuching Urban Transportation System (KUTS) Phase 1 reaching 33.51 per cent completion as of October this year.
Transport Minister Datuk Seri Lee Kim Shin said the figure was close to the planned progress of 34.78 per cent, noting that despite minor variations across work packages, the project remains on schedule.
“Sarawak’s ART system, which is powered by hydrogen energy, operates on dedicated lanes using rubber tyres and virtual-track guidance instead of conventional rails.

“Based on the original Phase 1 plan, it spans approximately 69.9 km with 30 stations across three main lines,” he said in ministerial winding-up speech in the Sarawak Legislative Assembly (DUN) today.
Lee said the state ART utilising hydrogen energy supports cleaner urban mobility and aligns with long-term sustainability goals.
He further acknowledged that ongoing KUTS construction works, particularly along major roads and residential areas, have raised public concerns due to traffic congestion, access changes, road safety risks and occasional utility disruptions.
To mitigate these issues, he said Sarawak Metro Sdn Bhd has implemented a Traffic Control Plan (TCP) across all construction zones, supported by strict work procedures, protective measures for underground utilities, and close supervision to prevent damage and minimise disruptions to public road users and nearby communities.
“Meanwhile, the KUTS Emergency Response Team (ERT) remains on standby 24/7, working with the police, ambulance services and Fire and Rescue Department (Bomba) to respond promptly to any traffic-related incidents along the ART corridor,” he said.
He added that the regular updates on construction activities, expected impacts and safety advisories are also disseminated through multiple official channels, including social media, to keep the public informed.
Despite ongoing efforts, Lee said the project continues to face several challenges, notably narrow road reserves, heavy traffic during peak hours, limited alternative routes and the presence of uncharted underground utilities that cannot be accurately located.
“Nevertheless, my ministry together with Sarawak Metro will continue to coordinate efforts, including regular engagements with local authorities and utility agencies, supported by dedicated ground teams, to minimise disruptions, enhance road safety and reduce impact on the people,” he said.
He also urged road users travelling along the KUTS project corridor to be attentive to temporary traffic signs and diversions, abide by speed limits and plan their journeys when possible, noting that such actions can significantly improve safety for all, including construction personnel working on the ground.
Meanwhile, responding to Padungan assemblyman Chong Chieng Jen, Lee said to date, all trucks engaged in the construction works for the ART project have been confirmed to hold valid Commercial Vehicle Licensing Board (LPKP) permits, demonstrating full adherence to the regulatory requirements set by the relevant authorities.
“Without a valid LPKP permit, the trucks are not permitted to enter the KUTS construction site,” he said.
He added that all hoardings, road barriers, and other safety measures at the ART construction sites are fully complying with Department of Occupational Safety and Health (DoSH) requirements for public safety and health, and they also adhere to Construction Industry Development Board’s (CIDB) Construction Industry Standard on public and road user.
“The hoardings at the ART sites are installed to safeguard the public by restricting access to construction zones, while the plastic and concrete road barriers along the roads are designed to manage traffic flow, redirect vehicles, and provide a safe separation between the work area and live traffic.
“They are deliberately designed to ensure the safety of the public and motorists, while also maintaining clear visibility and effectively guiding traffic,” he said, adding that Sarawak Metro’s responsibility will be to continue to carry out regular inspections to ensure that all road safety measures are properly implemented and well maintained.
