Local councils must drive state’s digital transformation

KUCHING: Local authorities must emerge as key drivers of Sarawak’s transformation in line with the changing global economic landscape, which is now driven by technology, renewable energy, data-based industries, new supply chains, and low-carbon development, says Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.

He said Sarawak is now in a vastly different development phase as the global economy shifts towards technology, data-driven industries, new supply chains and the green economy.

“Through the Post COVID-19 Development Strategy (PCDS) 2030, Sarawak has established a clear direction to become a developed, high-income, inclusive and sustainable region,” he added.

“To achieve this vision, commitment is required at all levels of government, including local authorities.”

He said this in his speech text, which was delivered by Deputy Premier Datuk Amar Dr Sim Kui Hian, at the officiating ceremony of the Sarawak Local Authority Conference 2026 here on Thursday (July 16).

Abang Johari said local authorities must also accelerate the implementation of digital government initiatives to ensure public service delivery becomes easier, faster and more accessible to the people.

“Data must also be made the foundation of every decision-making process as it can help the authorities to understand various issues, including flood risks, traffic flow patterns, maintenance needs, public complaints, business growth and community requirements.

“It is a highly valuable asset, but public trust remains the most important capital. The use of technology must be implemented responsibly, securely and in a manner that benefits the people’s lives.”

However, he said economic growth requires a strong local ecosystem, with industrial areas planned systematically, quality housing provided for workers, and efficient public amenities.

“This is where the important role of local authorities comes in, ensuring economic development is supported by communities that are well-planned, liveable and sustainable.

“Transformation requires more than just good ideas and strategies. It requires effective implementation, close cooperation and a culture of continuous improvement.”

Meanwhile, Abang Johari said that with the spirit of Segulai Sejalai, local authorities in Sarawak have the potential to become a model for future local governance in ensuring the people enjoy a better quality of life.

“Sarawak is not waiting for the future; instead, it is creating its own future. Along this journey, local authorities carry a major responsibility in ensuring every policy reaches the people.

“Every development delivers value and every achievement leaves behind a meaningful legacy. The strength of Sarawak does not depend solely on policies at the state level,” he added.

“It also depends on strong local institutions. When local authorities become stronger, communities will become stronger. When communities become stronger, the economy will continue to grow and Sarawak will continue to progress.”
