Muara Tebas ideal for RMN’s 4th regional HQ, construction may start in early 2026

KUCHING: Construction of the Royal Malaysian Navy’s (RMN) Fourth Naval regional headquarters (Mawilla 4) in Muara Tebas, could begin by the first quarter of 2026 or earlier, if approval is granted.

RMN chief Admiral Datuk Zulhelmy Ithnain said the project is still in its early discussion phase, with site surveys ongoing.

He added that they are still evaluating the site and it appears that Muara Tebas is an ideal location for Sarawak’s first naval base due to its natural depth of the coastline.

“This is a priority for the Malaysian Armed Forces (MAF), given the security concerns in the South China Sea.

“If the ministry grants approval, we will launch the project as soon as possible. Godwilling, we can start by the first quarter of next year, or even earlier if permission is given,” he said when met by reporters.

He was speaking at a press conference following a site visit with Chief of Defence Force Gen Datuk Mohd Nizam Jaffar, Sarawak Economic Development Corporation (SEDC) chairman Tan Sri Datuk Amar Abdul Aziz Datuk Hussain, and Demak Laut assemblyman Datuk Dr Hazland Abang Hipni this morning (Mar 24).

Zulhelmy added that feasibility studies are ongoing, and as the landowner, SEDC will carry out necessary tasks if instructed.

“The study period has been set, but construction is expected to take around 36 months or three years.

“Whether SEDC will develop the base or not is still under discussion. If the project proceeds, an official announcement will be made,” he said.

As for the impact on locals, the original proposal does not involve any relocation of villagers. In fact, the base’s development will bring economic benefits to the local community.
