Neglected elderly highlights need for stronger family institutions

KUCHING: The issue of neglected senior citizens has come back into focus following a viral case involving an elderly man, ‘Pak Mail’, assisted by welfare activist Abbe Hae, sparking wider discussion on family responsibility and the capacity of existing care institutions.

Minister for Women, Family and Community Development, Datuk Seri Nancy Shukri, said the ministry views such cases seriously but continues to prioritise strengthening family institutions over relying solely on institutional care.

She said government-run elderly homes are currently facing capacity constraints, with some already operating at maximum limits.

“If we are to place them in government institutions, the capacity at this time is insufficient. That is why we prioritise strengthening family support systems,” she said when met by reporters after officiating the ‘Sahabat Pusat Sokongan Sosial Setempat (PSSS) Yayasan Kebajikan Negara (YKN): Pemimpin dan Rakan Strategik Prihatin’ programme here today (April 18).

Nancy said various initiatives, including parenting programmes and family-based interventions, have been implemented to prevent neglect and encourage stronger family bonds.

“We do not want to see families breaking apart. What is important is for them to remain together and support one another,” she said.

On the case, she said the Social Welfare Department (JKM) had been involved from the early stages, including efforts to trace the individual’s next of kin before further action is taken.

“Before we place an elderly person under protection, we will first try to locate their family members. We hope there are children willing to take responsibility for their parents,” she added.

She acknowledged that some cases are complex, involving personal or family issues, but stressed that welfare assistance, including financial aid and support from private parties, remains available.

Nancy also said the ministry is currently reviewing proposed legislation related to senior citizens to address the issue more comprehensively.
