KUCHING: The Natural Resources and Environment Board (NREB) is expected to play an increasingly significant role in environmental management as Sarawak assumes greater responsibility over environmental matters.
Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg said the state’s environmental responsibilities have expanded following discussions under the Malaysia Agreement 1963 (MA63), placing greater emphasis on the role of agencies tasked with safeguarding Sarawak’s natural resources and ensuring sustainable development.
“Because of that, now our environment is under Sarawak. So what does it mean? Your function will become bigger,” he said when speaking at the NREB Excellence and Service Awards Ceremony here last night (June 19).
He pointed out that environmental matters were previously regarded as a residual area that did not fall specifically under the Federal List, State List or Concurrent List.
As part of Sarawak’s efforts to strengthen its authority over matters affecting the state, negotiations were undertaken through the MA63 Technical Committee, resulting in environmental responsibilities being placed under the state’s purview.
“Environment is a new thing. Before Malaysia, there wasn’t any sort of agency to look after the environment and there wasn’t any law that regulated the environment,” he said.
While describing the expanded role as a significant responsibility, Abang Johari acknowledged that it would also present new challenges for the state and its environmental agencies.
Nevertheless, he expressed confidence in the agency’s ability to carry out its responsibilities, citing the commitment and professionalism demonstrated by its officers.
“For us to sustain our environment, we have to have a good agency. NREB is one of the agencies that has to face this challenge.
“But looking at you tonight and the officers who have received the award, I think you can do it by implementing the function given to Sarawak to make sure that our environment is sustainable and clean,” he said.
Abang Johari also commended NREB for its contribution towards environmental protection and sustainability efforts in the state, noting that the agency has played an important role since its establishment.
He also said that environmental protection has become increasingly important as governments worldwide address challenges related to climate change and sustainable development.
“I would like to congratulate NREB. Since the establishment of the NREB, the NREB has been able to carry out its duty in safeguarding and preserving the environment in Sarawak.
“We are at the crossroads in our economic transition where the environment is now a very important issue that has to be tackled, not only by Malaysia and Sarawak, but by the whole world,” he said.
At the same time, Abang Johari also congratulated recipients of the Excellent Service Award (APC) and Pingat Bakti, describing their dedication and commitment as an inspiration to younger officers in the public service.
