NREB strengthens Sarawak carbon market readiness

KUCHING: The Natural Resources and Environment Board (NREB) Sarawak is strengthening the state’s readiness to develop a carbon market ecosystem through a Carbon Market and Registry Readiness Programme held at the Borneo Convention Centre Kuching (BCCK).

The two-day programme, held from March 2 to 3, brought together about 45 participants, comprising officers from the Ministry of Energy and Environmental Sustainability Sarawak (MEESty), the Ministry of Natural Resources and Urban Development Sarawak (MUDeNR), and NREB Sarawak.

The initiative aimed to enhance participants’ understanding of carbon markets and support the development of a Sarawak Carbon Registry.

NREB Sarawak Policy and Planning Division head, Rahmah Biak, said the programme was organised as part of commitments under a Memorandum of Collaboration (MoC) signed between NREB and the Bursa Carbon Exchange (BCX) on Oct 8, 2025.

“This programme marks an important step in strengthening institutional readiness and stakeholder collaboration as Sarawak moves towards establishing a robust and transparent carbon market ecosystem,” she said in her welcoming remarks.

Rahmah added that the collaboration outlines joint efforts to review the purpose and objectives of establishing a Sarawak Carbon Registry, conduct capacity-building engagements, explore high-level design options and develop a structured implementation roadmap.

During the programme, participants were introduced to key aspects of carbon markets, including the structure of compliance and voluntary markets, carbon project development pathways and carbon trading mechanisms.

Presentations were delivered by representatives from Bursa Malaysia Bhd, Eco-Ideal Consulting Sdn Bhd, Forest Department Sarawak, Permian Malaysia Sdn Bhd, and Worldview Climate Solutions (Malaysia) Sdn Bhd.

Among the topics discussed were carbon credit project development opportunities in Sarawak, forest carbon initiatives, and the Sarawak Blue Carbon Initiative, which focuses on mangrove restoration and enhancing community livelihoods.

Participants were also introduced to the Bursa Carbon Exchange (BCX), Malaysia’s regulated voluntary carbon trading platform.

They were given a live virtual demonstration of carbon credit trading and Renewable Energy Certificate (REC) transactions on the BCX platform.

NREB Sarawak said the programme is expected to strengthen knowledge-sharing and institutional preparedness as the state moves forward in developing its carbon market framework.
