KUCHING: Petroleum Sarawak Bhd (PETROS) has signed a Strategic Cooperation Agreement with China Jiangsu International Economic and Technical Cooperation Group Ltd (CJI) to accelerate the development of the Kuching Low-Carbon Hub (KLCH).

The agreement, formalised during the official visit of the Governor of Jiangsu Provincial People’s Government, aims to catalyse sustainable and high-value industrial growth while anchoring the State’s energy transition ambitions.

The signing ceremony saw PETROS Group Chief Executive Officer, Datuk Janin Girie, and CJI President, Song Qinbo, inked the collaboration that was witnessed by senior officials from Malaysia, Sarawak and Jiangsu Province, including Sarawak Utility (Sarawak Energy Bhd and PETROS) Deputy Minister, Datuk Ibrahim Baki.

Janin pointed out that as the state-owned oil and gas entity, PETROS is entrusted to manage Sarawak’s oil and gas resources and lead its energy transition agenda.

“KLCH is a game changer – a transformative initiative to translate Sarawak’s low-carbon policy into real economic opportunities for Sarawakians while contributing meaningfully to Malaysia and the region at large,” he said.

Under the agreement, CJI has been appointed as one of the Anchor Partners for KLCH that will collaborate closely with PETROS to support the master planning of the industrial hub.

The KLCH will feature a state-of-the-art low-carbon industrial park aimed at attracting strategic investors aligned with Sarawak’s ambition to become a regional leader in the low-carbon economy.

PETROS, which operates across the full oil and gas value chain, is actively expanding into Carbon Capture, Utilisation and Storage (CCUS), low-carbon energy solutions, and industrial decarbonisation.

Its role in shaping KLCH reflects its commitment to sustainable industrial transformation and long-term economic value creation for Sarawak and Malaysia.

The KLCH is expected to attract high-quality foreign direct investments, and generate high-income job opportunities for Sarawakians.

This collaboration with CJI supports Sarawak’s broader strategy of engaging experienced global partners to deliver complex, high-impact projects that drive national economic and development goals.

CJI, a major state-owned enterprise headquartered in Jiangsu Province, China, brings significant expertise in planning, engineering, and delivering large-scale infrastructure and industrial development projects across Asia, Africa and beyond.

Its extensive portfolio includes transportation, utilities, energy, ports and industrial zones.

Moreover, the signing of this Strategic Cooperation Agreement marks a major advance in Sarawak’s low-carbon agenda and further cements the State’s position as a credible, future-ready hub for industrial transformation.
