KUCHING: As part of efforts to strengthen evidence-based and efficient governance practices in Sarawak, the Sarawak Transformation and Innovation Unit (STIU) organised the Advanced Capacity Building Programme for the Expert Panel on Good Regulatory Practice (GRP) Sarawak from April 15 to 16.
The two-day programme involved the participation of 11 civil servants from various Sarawak government agencies, who serve as Expert Panel members under the Key Focus Activities (KFA) 2.0 initiative.
The main focus of the programme was to enhance participants’ understanding of the seven elements of Regulatory Impact Analysis (RIA), which form the core of a systematic, transparent, and data-driven regulatory improvement process.
According to STIU director Superi Awang Said, empowering the capacity of this expert panel is part of the Sarawak government’s commitment to ensuring that all regulatory or process improvement projects submitted through KFA 2.0 meet best practices and standards of good governance.
“The Sarawak government is committed to strengthening an efficient, transparent, and high-impact governance ecosystem through the implementation of the Good Regulatory Practice Policy.
“This KFA 2.0 initiative is not just about fulfilling administrative requirements, but a strategic effort to drive the state’s economic growth by enhancing business facilitation and improving the efficiency of public services.”
Superi further explained that under the KFA 2.0 Circular, which was enforced in 2023, all ministries and agencies under the Sarawak Premier Department are required to submit at least one regulatory and/or process improvement project each year, in line with the goals of the Post Covid-19 Development Strategy (PCDS) 2030.
He is confident that continuous investment in building the capacity of GRP expert panel members will strengthen their ability to coordinate and evaluate projects at the agency level more systematically, thereby contributing to improved Ease of Doing Business scores in Sarawak and positioning the state as a competitive investment and business destination.
This programme is also part of STIU’s ongoing efforts to empower Sarawak’s civil servants with analytical skills and deep policy understanding, in line with the government’s aspiration to drive innovative and high-performing state administration.
