10 strategies drive Sarawak’s 13MP for sustainable growth

KUCHING: The implementation of the 13th Malaysia Plan (13MP) in Sarawak will be driven by 10 high-level strategies, charting a clear path forward for balanced, inclusive and sustainable growth.

Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg said the strategies are designed to focus resources and partnerships on areas with the greatest impact.

He said they cover clean energy transition, industry development, investor confidence, land optimisation, quality of life, talent retention, safety, climate action, natural resources, and Bumiputera empowerment.

“First, we will accelerate the clean energy transition by establishing an energy regulator, building the Sarawak Hydrogen Hub, and strengthening power generation, transmission and storage capacity,” he said when officiating at the Sarawak Economic Conference 2025 in conjunction with the launching of the Sarawak’s 13MP here today.

He said Sarawak would also develop and attract strategic industries through strong partnerships, robust supply chains, and Small and Medium Enterprise (SME) capacity-building, supported by zones such as the Kuching Low-Carbon Hub and Baram Renewable Energy Economic Zone.

“Third, we will increase investor confidence and private-sector participation by improving governance, streamlining regulations, and strengthening public-private partnership frameworks,” he said.

The Premier said land use would be optimised for agriculture, industry and urban development, including joint ventures and leasing arrangements to develop native customary rights (NCR) land into high-value projects.

He added that efforts would also focus on building a high-quality living environment through regional medical hubs, family well-being programmes, and initiatives such as Sarawak Women@Work and the Sarawak Family First Initiative.

“These will strengthen social cohesion and ensure a balanced quality of life across all communities.

“To ensure our youth and professionals thrive, we will attract and retain talent through targeted incentives and programmes such as the Sarawak Employment Package (SPACK), Elevating the Educators and Regional Youth Centres,” he said.

Abang Johari said safety, security and disaster preparedness would be enhanced with technology-driven monitoring, resilient infrastructure and stronger local authority readiness.

He added that climate action and the circular economy would be advanced through the establishment of a Sarawak Climate Change Centre and a Climate Finance Facility.

He also said Sarawak would protect and sustainably manage natural resources through nature-based carbon projects and community-based forest management.

“We will also create a strong and resilient Bumiputera business community, empowering entrepreneurs through access to finance, upskilling and partnerships.

“This is to ensure that Bumiputera participation continues to grow alongside Sarawak’s expanding economy,” he asserted.

He stressed that the strategies will collectively ensure Sarawak’s transformation remains on course as the state moves toward 2030.
