SARAWAK recorded the highest number of bullying cases in 2025, with 36 incidents reported from January to October, compared to 15 cases recorded during the same period in 2024.
Minister of Women, Early Childhood and Community Wellbeing Development, Datuk Seri Fatimah Abdullah, said that in response to the problem, the Ministry had conducted the Wacana Bestari: Isu Buli Dalam Kalangan Kanak-Kanak programme on September 27, 2025 which involved 150 participants.

The participating agencies were Sarawak State Education Department (JPNS), Royal Malaysian Police (PDRM), Malaysian Communications and Multimedia Commission (MCMC), Sarawak State Health Department (JKNS), Henry Gurney School Puncak Borneo, and local non-governmental organisations to raise awareness about the types of bullying, clarify agency roles, strengthen intervention procedures, and empower communities and schools as primary protectors of children.
“Additionally, the Ministry has been actively addressing other critical issues. Since 2016, the One Stop Teenage Pregnancy Committee (OSTPC) has been running sexual education and advocacy programmes in secondary schools, expanding to primary schools in 2024,” she said in her ministerial winding up speech during the DUN Sitting today.
She said that as of November 2025, 21 programmes have been held, benefiting 4,865 students.
“The Ministry also tackled mental health by conducting various programmes such as Navigating Grief and Foster Resilience on May 25, thereby helping 35 participants affected by grief. Furthermore, domestic violence cases have decreased by 4.1 per cent in 2025, with 444 cases reported up to October.
“Programmes to raise awareness about domestic violence and cybercrime have also been implemented, reaching thousands of participants,” she said.
