Sarawak unveils plans for Malaysia’s first state anti-corruption framework

KUCHING: Sarawak is set to make history by becoming the first state in Malaysia to develop a dedicated anti-corruption framework through the Sarawak Anti-Corruption Strategy (SACS).

Deputy Minister in the Premier’s Department (Integrity and Ombudsman) Datuk Dr Juanda Jaya said SACS is a comprehensive anti-corruption strategy that reflects the state’s aspirations, priorities and commitment to strengthening integrity, governance and accountability.

“Sarawak is currently undergoing a phase of rapid development, with various strategic projects being implemented to drive economic growth in line with the Post COVID-19 Development Strategy (PCDS) 2030.

“As we all know, when development accelerates, more funds flow into the system, and there must be a mechanism to safeguard the management of these resources.

“Therefore, SACS plays an important role as an enforcement mechanism against misconduct to ensure that every ringgit of public funds is properly managed, protected from leakages and administered with the highest level of integrity.”

Juanda said this while addressing the Pre-Engagement Session with Agencies on the Development of the Sarawak Anti-Corruption Strategy (SACS) at the Waterfront Hotel here today (July13).

He also expressed his appreciation to the United Nations Office on Drugs and Crime (UNODC) for its close cooperation and commitment in supporting the Sarawak government in developing SACS.

“The development of SACS must be evidence-based, practical and responsive to Sarawak’s specific needs.

“It must also address both current and emerging corruption risks while remaining relevant to Sarawak’s evolving development agenda.

“Therefore, we are honoured to welcome UNODC officers, whose extensive international experience and expertise will enrich the discussions and deliberations throughout this workshop.”

He expressed hope that the workshop would serve as a constructive platform to identify challenges and generate meaningful proposals towards developing a strategy that truly meets Sarawak’s needs.

“Take this opportunity to develop a strategy that not only addresses corruption risks, but also strengthens public confidence, enhances institutional excellence and supports Sarawak’s aspiration to become a prosperous, sustainable and integrity-driven state.

“Integrity is not solely the responsibility of the Integrity and Ombudsman Unit. It is a shared responsibility involving the private sector, academic institutions and every individual in this region.

“Active participation from all stakeholders is therefore essential to ensure that the development of SACS is inclusive and can be implemented effectively.”
