KUCHING: Scout District Councils (MADIS) and District Commissioners’ Councils across Sarawak have been urged to strengthen their strategic collaboration to ensure the Scout movement remains relevant in shaping disciplined, ethical and competitive young leaders.
Sarawak Scouts Council president Tan Sri William Mawan Ikom said the strength of the Scout movement lies in teamwork rather than individual efforts, with mutual respect, trust and a shared commitment forming the foundation of its success.
“The success of a district does not depend on one individual. It is built on cooperation, mutual respect, trust and the willingness to work together as one team.
“Our mission is to nurture young people with strong character, discipline and leadership qualities who will become the nation’s future leaders.”
His speech was delivered by National Scouts Council president Datuk Mohamad Safri Abdillah during the presentation of appointment certificates to the Petra Jaya District Scouts Council for the 2026–2028 term at Dormani Hotel on Monday (July 27).
Mawan also congratulated Dayang Norjihan Abang Johari on her appointment as president of the Petra Jaya District Scouts Council, while expressing appreciation to the newly appointed council members.
He said her experience, leadership and commitment would further strengthen the district council and reinforce the Scout movement’s role as a leading non-formal education platform for youth development.
Mawan also acknowledged the contributions of the previous leadership for laying a strong foundation for the continued growth of the Scout movement in Petra Jaya.
On organisational governance, he said MADIS plays a crucial role in ensuring the development and continuity of the Scout movement at the grassroots level is carried out in a structured, systematic and effective manner in accordance with the Policy, Organisation and Rules (POR).
He stressed that the partnership between MADIS and the District Commissioners’ Council must continue to be strengthened, as both complement each other in planning and implementing youth development programmes.
Mawan cited the success of the Sarawak Scout Eco Run as proof that close collaboration can deliver greater impact, with participation this year exceeding 1,600 people after the event was jointly coordinated by the Petra Jaya District Scouts Council and the District Commissioners’ Council.
“This achievement demonstrates what can be accomplished when everyone works together. It should serve as an example for Scout District Councils throughout Sarawak.”
He also urged all Scout District Councils to place greater emphasis on sound financial management.
With economic conditions becoming increasingly challenging, Mawan said Scout organisations should not rely solely on existing grants but instead adopt more creative, innovative and proactive approaches to generate new sources of income to ensure youth development programmes remain sustainable.
