SET-P strategic structure for sustainable, low-carbon energy future

SHANGHAI, China: The Sarawak Energy Transition Policy (SET-P) is a strategic framework specially designed for the state to move towards a sustainable and low-carbon energy future.

Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg said energy security and affordability are at the core of Sarawak’s rapid and inclusive economic development.

He said a reliable, affordable, and sustainable energy supply is essential to meet the needs of the state’s growing population and businesses.

With a target of generating 10 gigawatts (GW) of energy by 2030 and 15GW by 2035, the energy transition policy is crucial to supporting Sarawak’s ambition to become a regional leader in renewable energy, he said.

“Sarawak has also amended the Electricity Ordinance in 2023 to place greater emphasis on renewable energy development.

“This strengthens our regulatory environment by enabling the development of solar and mini-hydro energy; facilitating the participation of independent power producers; encouraging consumer-generated electricity and feed-in to the grid; and mandating high standards for grid reliability and environmental compliance,” he said.

Abang Johari said this in his keynote address titled ‘Renewable Energy Sarawak: Powering Sustainable Growth’, read out by Deputy Minister of Utility (Sarawak Energy Bhd and Petros), Datuk Ibrahim Baki, during the 18th International Smart Energy and Photovoltaic Conference (SNEC PV) 2025 at the National Exhibition and Convention Centre (NECC), Intercontinental Shanghai Hongqiao here today.

Abang Johari added that Sarawak has currently achieved a generation capacity of 5,898MW, with hydropower accounting for over 60 per cent, supported by indigenous thermal sources for energy security.

In addition, he said, Sarawak aims to achieve 1,500MW of solar generation capacity by 2030 to drive its renewable energy goals.

“With strong hydropower supporting solar, we are developing Sarawak’s first large-scale floating solar project – the 50MW Batang Ai Floating Solar Farm, which will generate its first power in December 2024. This is also Malaysia’s first hybrid hydro-solar initiative.

“From this success, we are now exploring larger-scale floating solar projects in the catchments of our other hydroelectric plants, with regional and international partners as well as independent power producers,” he added.

Looking ahead, he said Sarawak is committed to becoming Asean’s renewable energy and battery powerhouse by sharing its energy resources with neighboring countries.

He said the successful first cross-border energy export to West Kalimantan in 2016 gave Sarawak the confidence to proceed with energy interconnection projects to Sabah and Brunei Darussalam, as well as subsea cable connections to Peninsular Malaysia and Singapore.

“All of this paves the way for an interconnected Borneo Grid and a broader Asean Power Grid,” he said.

Abang Johari invited energy industry players to participate in the Sarawak Energy Renewable Energy and Sustainability Forum (SAREF 5.0), scheduled to be held on September 3 and 4 in Kuching.

With the theme ‘Partnerships for Our Goals: Sustainable Growth and Prosperity for the Region’, the forum, he said, will serve as a platform to foster regional cooperation across Southeast Asia.

Among those present at the conference were Permanent Secretary to the Ministry of Utility and Telecommunication, Datuk Jafri Lias, and Group Chief Executive Officer of SEB, Datuk Sharbini Suhaili.

The world’s largest and most influential energy and solar photovoltaic trade exhibition and conference, taking place from June 10 to 13, has attracted over 3,000 exhibitors from 95 countries.

It serves as an international platform for presenting and discussing policy updates, market trends, networking, and increasing visibility among industry stakeholders and policymakers.
