KUCHING: The newly-launched Sarawak Legislative Drafting Manual is expected to help government ministries, departments and agencies submit more complete and properly structured legislative proposals to the Sarawak Attorney General’s Chambers (SAGC).
Sarawak Attorney General Datuk Seri Saferi Ali said the manual provides a clearer framework for officers involved in preparing proposals for new laws or amendments to existing legislation.
He said it outlines the principles and practices to be observed in the state’s law-making process while serving as a practical reference for officers involved in legislative preparation and drafting.
“Tonight, we will launch the ‘Sarawak Legislative Drafting Manual’.
“This manual serves as a practical guide for Sarawak Civil Service officers involved in the preparation and drafting of state legislation. It is particularly relevant to officers of the Sarawak Attorney General’s Chambers (SAGC), as well as officers across the SCS involved in the legislative process,” he said.
He said in his welcoming remarks at the Sarawak Attorney General’s Chambers Excellent Service Award and Appreciation Ceremony 2026 (APC), here on Friday.
Saferi said the manual was also intended to address gaps in information provided by departments when submitting legislative proposals to SAGC for drafting.
He said there were still instances where some departments submitted insufficient information on legislative proposals to the Chambers.
“Some departments come to us with just a single sheet of paper. With this manual, ministries and departments will understand what is required, how a law should be drafted and how it should be structured. That is our goal,” he said.
He said having a more systematic approach would help produce legislative drafts that were complete, clear and well-structured, while improving the quality, accuracy and consistency of state law-making.
Saferi also called on SAGC officers to continuously enhance their expertise in emerging areas of law, particularly those involving digital technology, environmental law and the green economy.
The ‘Sarawak Legislative Drafting Manual’ was developed by SAGC as a guide for officers across the Sarawak Civil Service involved in the legislative process.
