Strata titles for ‘Sapphire on The Park’ homes reinforce confidence

KUCHING: The handover of strata titles to homeowners at ‘Sapphire on The Park’ marks a significant milestone in strengthening legal clarity, certainty and consumer protection in Sarawak’s property sector.

Deputy Premier Datuk Amar Dr Sim Kui Hian said the formal issuance of titles by the Land and Survey Department reinforces authenticity, transparency and accountability while eliminating long-standing grey areas in property ownership.

“The strata title represents consumer protection, transparency and accountability. The formal handover gives homeowners certainty and legal clarity,” he said during the handover ceremony here on Friday (Feb 13).

He added that the milestone reflects a well-regulated property development ecosystem in the state.

“We are formalising the process, no more grey areas, and this gives confidence to the public that Sarawak’s private residential sector is properly governed,” he added.

Dr Sim also commended responsible developers who adhere to governance best practices and work closely with public authorities to ensure timely project delivery and proper issuance of titles.

“You always hear of developments waiting 20 or 30 years without titles. That is why we must recognise developers who get it right by prioritising governance, compliance and accountability,” he said.

Touching on legislative reforms, he noted that changes introduced after 2019 including the Strata Subsidiary Titles Ordinance 2019 and the Strata Management Ordinance have strengthened both the legal framework and management structure of strata developments.

“You may own your home, but you must also manage it. The responsibility is not only on the developers or the government residents must play their role through joint management committees,” he said, while thanking committee members for stepping forward despite the challenges.

He added that additional tribunal members from diverse professional backgrounds such as architects, engineers and valuers have been appointed to handle the growing number of strata disputes more efficiently.

“I want you to have faith in the system. We are committed to fairness, integrity and public service so that homeowners can have confidence in the tribunal process,” he said.

Dr Sim further stressed that housing developments should foster strong communities that contribute to Sarawak’s wider nation-building agenda.

“Good developers do not just build houses, they build homes and communities. But a community depends on its residents. If you do not participate, there is no community,” he said.

He urged residents to embrace unity and positive engagement.

“Coming together is not easy, it is always easier to quarrel or be negative. But strong communities are the foundation of a stronger Sarawak,” he stated.

Meanwhile, Naim Holdings Bhd announced new initiatives to enhance transparency and buyer confidence, including professional valuation-based pricing for residential properties and upgraded furnishing packages for purchasers.

The company also launched its RM500,000 Gong Xi Rewards Campaign in conjunction with the Chinese New Year celebrations and presented a RM10,000 donation to the Sarawak Children Cancer Society to support children battling cancer and their families.

The ceremony saw the symbolic handover of 430 strata titles to homeowners, highlighting ongoing efforts to strengthen property governance and build sustainable communities across the state.
