KUCHING: The Sessions Court here fined a beauty centre owner RM25,000, in default six months’ imprisonment, for operating a private dental clinic without a license in Matang.
Norsuzela Sabini, 38, pleaded guilty before Judge Saiful Bahari Adzmi to a charge under Section 4(1) of the Private Healthcare Facilities and Services Act 1998, punishable under Section 5(1)(a) of the same Act.
The offence, committed at her beauty and spa premises in Matang around 11 am on Aug 16, 2023, involved providing private dental clinic services without registration under Section 27 of the Act by offering veneer installation services.
Based on the case facts, a team from the Sarawak Health Department, comprising officers from the Private Medical Practice Control Branch, Dental Health Legislation and Enforcement Branch, and Pharmacy Enforcement Branch, raided the premises following suspicions of unlicensed operations.
During the raid, nothing suspicious was found on the first floor. However, upon gaining access to the second floor, the team discovered documents and equipment related to the offences listed in the Dismantling List.
Norsuzela had failed to produce a clinic registration certificate and an Annual Practice Certificate (APC) when requested. A police report was lodged for further action and investigation.
Further investigations confirmed that the premises lacked a registration certificate, approval certificate, and license under Act 586.
Checks by the Malaysian Dental Council also revealed that she was not a registered dental practitioner and had never been granted an APC.
Prosecuting officers from the Sarawak Health Department, Shamsulnizam Kassim and Nozaizeli Abu Samah, prosecuted the case, while Norsuzela was unrepresented.
