KUCHING: The Sarawak Civil Service (SCS) must evolve into an organisation that is not only efficient and competent, but also bold, forward-looking, and human-centric, says State Secretary Datuk Amar Mohamad Abu Bakar Marzuki.

During a recent meeting and session with participants of the Customised Leadership Development Programme with the UK Civil Service College at Yayasan Sarawak House in London, Abu Bakar said the future of Sarawak’s public service depends on embracing innovation, upholding integrity, and staying closely attuned to the needs and aspirations of the people.

He reminded the participants that state civil service must not only serve, but to lead, adding that leadership begins with each officer’s commitment to growth, excellence, and service.

“This marks the beginning of an important journey — not just for the participants here, but for the future of the Sarawak Civil Service as a whole.

“This programme is more than a professional development exercise. It is a strategic investment in our people — in you, the future stewards of Sarawak’s progress,” he said.

Tailored for Sarawak Civil Service officers at Grade 12 and above, the programme offers insights and expertise on front-line service delivery from former senior UK civil servants and associates.

Its focus areas include leadership capability building, strategic goal alignment, and organisational culture enhancement.

The initiative is organised by the Human Resource Development and Management Unit (HRDM), Leadership Institute in collaboration with UK Civil Service College.

Describing the programme as a rare and valuable opportunity, he said participants would be immersed in the traditions, reforms, and innovations of one of the world’s most respected public service institutions.

He also reminded officers selected to participate in the programme that they bear a greater responsibility — carrying not just their own name, but the name of Sarawak wherever they go.

“Represent us with pride. Conduct yourselves with professionalism. And return with the insights, clarity, and conviction needed to lead transformation at home,” he urged.

Following the session, Abu Bakar met with representatives from the Judge Business School, University of Cambridge, to receive a briefing and discuss potential collaboration on the leadership programme for SCS Heads of Department.
