BINTULU: The Sarawak Government’s 3R (Revisit, Rethink, Recharge) approach continues to drive improvements in public sector governance through efforts to strengthen firearms management documentation under the MS ISO 9001:2015 Quality Management System (QMS).
A statement said the three-day Shotgun Management Document Refinement Workshop, held here from July 8 to 10, was jointly organised by the Sarawak Transformation and Innovation Unit (STIU) and the Bintulu Divisional Administration.
The workshop brought together 50 participants from the Sarawak Attorney General’s Office, STIU, the Administrative Unit, and representatives of all 12 Divisional Administrations across the state.
“The workshop served as a strategic platform to review, refine and strengthen the Shotgun Management document to ensure it remains relevant, complies with current laws, circulars and administrative instructions, and meets the today.
It added that the involvement of the Sarawak Attorney General’s Office reinforced legal compliance by ensuring every procedure developed has a clear legal basis, thereby reducing the risk of non-compliance and enhancing accountability in firearms management within Divisional Administrations.
Throughout the workshop, participants reviewed existing work procedures, identified areas for improvement, streamlined process flows, and standardised implementation practices, to produce documentation that is more comprehensive, practical and compliant with ISO requirements.
The statement said the exercise reflects the Sarawak Government’s commitment to continuous improvement, organisational integrity and systematic, transparent and effective work processes beyond meeting ISO certification requirements.
It added that the initiative embodies the state’s 3R approach by revisiting existing procedures, rethinking implementation methods to improve efficiency and responsiveness, and recharging management systems through innovation and best practices in public service delivery.
The workshop also supports the aspirations of the 13th Malaysia Plan (13MP), which prioritises institutional reform in the public sector through stronger governance, improved service delivery, human capital development and innovation.
The statement said the refined Shotgun Management document is expected to provide a more robust, uniform and consistent framework for all Divisional Administrations in Sarawak while strengthening internal controls, improving operational efficiency, enhancing risk management, and ensuring government firearms are managed safely, accountably and in compliance with regulations.
It added that the initiative demonstrates that effective public sector transformation relies not only on technology and digitalisation but also on sound governance, quality documentation, and a culture of continuous improvement to meet the expectations of the people and support Sarawak’s long-term development goals.
