The initiative to establish a Select Committee for Ombudsman under the Sarawak State Legislative Assembly reflects Sarawak’s seriousness in institutionalising accountability and enhancing democratic governance in a mature and responsible manner.
Balingian assemblyman Abdul Yakub Arbi said the move is a significant and progressive step in reinforcing oversight, accountability and institutional credibility within the state’s governance system.
“The establishment of such a select committee, Sarawak will become the first state in Malaysia to introduce a legislative select committee specifically related to ombudsman functions and public accountability mechanisms.
“This demonstrates that Sarawak is willing to lead in governance reform and institutional innovation,” he said.

He was debating in support of the motion of the Ombudsman Special Select Committee under section 42 (3) of the Sarawak Ombudsman Ordinance, 2023 here today (May 13).
Abdul Yakub said the formation of the committee is important as good governance must not only exist in principle but also be supported by strong institutional mechanisms.
He added that such mechanisms are needed to monitor performance, address grievances, ensure transparency and strengthen public confidence in government administration.
“Another important aspect highlighted in this motion is the concept of legitimacy and the social contract between the government and the people.
“The motion also rightly emphasises the importance of resilience and adaptability in governance.
“Strong governance enables a society to respond effectively during crises, coordinate resources efficiently, and protect the welfare of the people during difficult times,” he added.
