Reduce red tape, foster culture of innovation

KUCHING: The Sarawak Civil Service (SCS) has been urged to foster a stronger culture of innovation and transformation to help reduce bureaucratic red tape, which often hinders the efficient delivery of services to the public.

State Secretary, Datuk Amar Mohamad Abu Bakar Marzuki said innovation and transformation must be implemented continuously to facilitate transactions, speed up service delivery, reduce bureaucracy and improve the wellbeing of the people.

“This bureaucracy is one of the things that becomes a bottleneck to the effectiveness of service delivery, whether in the implementation of projects or the provision of services.

“Therefore, this bureaucracy needs to be minimised. There is nothing that cannot be solved, and it is crucial we ensure every action and responsibility is not hindered by bureaucratic red tape,” he said.

He said this in his speech at the Sarawak Transformation and Innovation Unit (STIU) 2025 Synergy Dinner, here on Tuesday.

He said that in the current era of artificial intelligence (AI) and digital advancement, the ability to adapt to change is a key requirement to ensure that public services continue to function effectively and efficiently.

“Transformation and innovation are no longer an option, they are a necessity. We cannot run away from it. Innovation is not just about technology, but also the way we think, solve problems and create added value in every responsibility,” he said.

He also explained that the 3R approach of ‘Revisit, Rethink, Reimagine’ is the basis for all transformation initiatives such as ‘Kumpulan Inovatif dan Kreatif’ (KIK), Quality Control Circle (QCC), Rectified Skew Orthomorphic (RSO) and Balance Scorecard implemented at the government department and agency level.

“We need to constantly reassess and renew working methods. What was effective 10 years ago may no longer be relevant today.

“With the emergence of AI and platforms like ChatGPT and DeepSync, the way we work and think has changed significantly. Our responsibility is to be able to manage this change,” he said.
