SARAWAK recorded a cumulative expenditure of RM37.1 billion under the 12th Malaysia Plan (12MP), representing 93 per cent of the total approved ceiling of RM39.79 billion for State-funded projects.
According to Deputy Premier and Second Minister for Finance and New Economy, Datuk Amar Douglas Uggah Embas, a total of 1,391 State-funded projects had been approved under the 12MP, comprising 986 physical projects and 405 non-physical initiatives involving grants, contributions, investments, programmes and events.
“As of 31 December 2025, which marks the final year of the 12MP, out of 986 projects, 391 projects or 40 per cent have been completed, while the remaining 595 projects or 60 per cent are at various stages of implementation,” he said during his ministerial winding-up speech at the Sarawak State Legislative Assembly sitting today (May 20).

Uggah said under the 13th Malaysia Plan (13MP), the Sarawak Government had approved 1,187 State-funded projects with a ceiling allocation of RM49.98 billion.
“Of these, 823 projects or 69 per cent are physical projects, while the remaining 364 projects or 31 per cent are non-physical projects,” he said.
He added that RM9.3 billion had been allocated for the first year of the 13MP in 2026, with RM2.2 billion already spent during the first quarter of the year.
“The government remains committed to expediting the implementation of programmes and projects, ensuring that the objectives set forth under the Post COVID-19 Development Strategy 2030 are duly achieved,” he said.
At the same time, he said proactive measures were also being implemented to address current and emerging challenges in project execution.
On Rural Transformation Projects (RTP), Uggah said a total of 13,636 RTP projects worth RM2.21 billion had been approved under the 12MP.
“Out of this, RM2.04 billion or 98 per cent has been expended, with 11,392 projects successfully completed,” he said.
Additionally, he said, under the 13MP, a ceiling allocation of RM900 million had been approved for the implementation of 4,534 RTP projects statewide.
“As of April 2026, out of RM350 million approved allocation for 2026, RM141.2 million or 40.4 per cent has been expended,” he added.
Furthermore, touching on Projek Rakyat, Uggah said the initiative remained a key priority for the Sarawak Government in improving people’s wellbeing and providing adequate infrastructure throughout the state.
“Since its inception, Projek Rakyat has demonstrated encouraging outcomes, with 404 projects successfully completed as of the end of 2025 with total expenditure amounting to RM3.89 billion,” he said.
According to him, the projects had contributed towards improving the quality of life, stimulating local economic activity, generating employment opportunities, and enhancing urban-rural connectivity.
“As we advance into the 13MP, Projek Rakyat implementation is being further strengthened through a more structured and systematic approach,” he said.
Meanwhile, Uggah said RM310 million had been allocated under the 12MP for the Program Penambahbaikan Rumah Rakyat Miskin Sarawak.
“RM212.3 million or 88 per cent has been expended, reflecting strong implementation and commitment towards improving living standards of the rakyat, particularly among low-income households,” he said.
For 2026 under the 13MP, he said RM70 million had been allocated for the programme, of which RM22.5 million or 32 per cent had already been spent to date.
