MoU inked to power Sarawak’s clean energy future

Leaders from Blueleaf Energy and Chemsain Sustainability, joined by Malaysian and Australian dignitaries, signed an MoU in Singapore, to develop up to 3GW of renewable energy projects in Sarawak.

SINGAPORE: Blueleaf Energy, a pan-Asian renewable energy platform has partnered with Chemsain Sustainability Sdn Bhd to explore the development of up to 3 gigawatts (GW) of onshore utility-scale renewable energy projects in Sarawak.

A Memorandum of Understanding (MoU), signed at the Macquarie ASEAN Conference in Singapore, outlines cooperation in areas such as site and grid access, permitting, technical development, and community engagement.

The projects will focus on proven technologies, including solar photovoltaic (PV) and battery energy storage systems (BESS), with the potential to create local jobs and stimulate long-term economic growth.

Blueleaf Energy CEO, Raghuram Natarajan, said the agreement reflects the company’s commitment to Malaysia’s clean energy ambitions.

“The ambition to develop up to 3 GW of renewable energy in Sarawak is a powerful testament to the region’s immense potential.

“By combining our global expertise in financing and large-scale project development with Chemsain’s deep-rooted local knowledge, we are confident in delivering energy solutions that create long-term value and bolster Malaysia’s energy transition,” he said.

Meanwhile, Chemsain Sustainability Executive Chairman, Dr John Chan, highlighted the importance of aligning with both federal and state goals.

“By leveraging our expertise in regulatory frameworks, environmental planning, and stakeholder engagement, we aim to help de-risk development and enable large-scale clean energy investments that deliver lasting value,” he said.

Blueleaf Energy COO, Amiram Roth-Deblon, added that partnering with Chemsain ensures local integration.

“In a market as dynamic as Sarawak, forging such partnerships not only de-risks our development pipeline but also ensures projects are seamlessly integrated with the local community, delivering a holistic and positive impact beyond just power generation,” he said.

The MoU was signed by Dr John Chan and Timothy Chan on behalf of Chemsain, and by Natarajan and Roth-Deblon on behalf of Blueleaf Energy.

The signing ceremony, held at the Fullerton Hotel, was witnessed by Minister of Investment, Trade and Industry Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz, Malaysia’s High Commissioner to Singapore Datuk Indera Dr Azfar Mohamad Mustafar, Australian High Commissioner to Singapore Allaster Cox, Sarawak Trade and Tourism Office Singapore (STATOS) CEO Chew Chang Guan, and Macquarie Managing Director Edward Lewis.

The collaboration, set to run over two years, supports Malaysia’s National Energy Transition Roadmap (NETR) and Sarawak’s Post-COVID-19 Development Strategy (PCDS) 2030.
