Sexual harassment cases rise, increase in public awareness

BINTULU: A total of 679 sexual harassment cases were reported nationwide as of August this year, reflecting a continuing upward trend in such offences.

Women, Family and Community Development Minister, Datuk Seri Nancy Shukri, said the number of cases had been rising each year, with 477 cases recorded in 2022, 522 in 2023, and 788 in 2024.

She acknowledged that the figures were worrying, but also pointed out they indicated growing public awareness and willingness to lodge reports.

“The figures are worrying, but at the same time they show that society is becoming more courageous in coming forward.

“This awareness stems from advocacy, education, and the bravery of victims who choose to speak out.

“Sexual harassment cannot be treated as a joke. What may appear small, such as inappropriate words or touches, can escalate into more serious crimes. There must be zero tolerance, with no excuses,” she stressed.

Nancy said this when officiating the Bintulu Zero Tolerance for Violence Programme at Promenade Hotel here today.

She said the government had taken firm measures, including the enactment of the Anti-Sexual Harassment Act 2022 [Act 840], which came into force on March 28, 2023, supported by clear guidelines for prevention, action, and protection of victims.

As of last week (September 18), she said a total of 54 complaints had been filed with the Anti-Sexual Harassment Tribunal, of which 41 were successfully resolved.

“This is proof that the tribunal is functioning and delivering justice to victims of sexual harassment,” she added.

Nancy asserted that all members of society had a role to play, with parents teaching children about self-protection, teachers instilling respect and empathy, employers ensuring safe workplaces, and peers upholding mutual respect.

“This is the culture we want to build – zero tolerance towards sexual harassment.

“We must be brave to call it out, brave to report, and brave to support victims,” she said.
