Sarawak to form Building Board under Amendment Bill

SARAWAK will establish the Sarawak Building Board (SBB) under the Building (Amendment) Bill 2025 to modernise and regulate the state’s construction industry.

Deputy Premier Datuk Amar Dr Sim Kui Hian said the board, a corporate entity, will coordinate building practices across Sarawak, promote consistency among local authorities, and ensure compliance with national and international standards.

“A dedicated Sarawak Building Board Fund will finance research, training, digital systems, capacity-building, professional certifications, and green building initiatives, reinforcing Sarawak’s commitment to safe, modern, and sustainable development.

“The SBB will be central in regulating green building practices and professional standards, ensuring that our built environment is safe, efficient, and aligned with Post Covid-19 Development Strategy 2 (PCDS 2030) goals for smart and resilient cities,” he said when tabling the Building (Amendment) Bill 2025 at the august House today (Nov 24).

Dr Sim, who is also Public Health, Housing and Local Government Minister, added that the Bill also strengthens oversight of architects, engineers, and accredited checkers, introducing registration and disciplinary frameworks to enhance accountability and public safety.

“Local authorities are empowered to offer compounds for offenses to improve enforcement efficiency, and the First Schedule has been updated to include all current councils, including Miri City Council, Kota Samarahan Municipal Council, and the newly formed Gedong, Siburan, and Sebuyau District Councils.

Highlighting the growing scale of Sarawak’s construction sector, Dr Sim said the value of work done in the state reached RM4.9 billion (10.7 per cent) in the third quarter of 2025.

He added that the SBB’s regulatory framework would help accelerate the adoption of green building practices, promote energy efficiency, and ensure sustainable development for future generations.
