THE Sustainable Resources and Wastes Management Bill, 2025 is a defining moment in Sarawak’s shift towards a circular economy and stronger environmental governance, said Krian assemblyman Friday Belik.
He said the Bill provides the legal foundation for Sarawak to regulate and manage sustainable resources and waste more efficiently while unlocking new economic opportunities.

“This Bill seeks to make provision for efficient management and regulation of sustainable resources and wastes in Sarawak.
“It will pave the way to promote a circular economy and ultimately lead to the establishment of the Sustainable Resources and Wastes Management Authority,” he said when debating in support of the Bill during the DUN sitting here today.
He said the proposed Authority would transform Sarawak’s waste sector from fragmented handling into a centralised, professional and autonomous system capable of managing all waste streams.
“This law provides the framework for Sarawak to turn waste from a costly and polluting end-of-life problem into an economic input for circular industry, job creation and clean communities.
“The core principle behind this legislation is the monetisation of waste—turning it into a profitable resource,” he said.
Friday described the Authority as a major pillar of Sarawak’s environmental sovereignty and a critical instrument to drive the Post-Covid Development Strategy (PCDS) 2030, net-zero ambitions and long-term sustainability.
He stressed that its establishment also strengthens Sarawak’s pursuit of autonomy in scheduled waste management and full environmental governance under the Malaysia Agreement 1963 (MA63).
