KUCHING: The Sarawak civil service must remain relevant, effective and forward-looking amid a rapidly evolving public sector landscape, said Deputy State Secretary (Operations) Datuk Hii Chang Kee.

Hii said this year’s Hari Perkhidmatan Awam (HPA) Sarawak was anchored on the theme ‘Leading with Excellence: Sarawak Civil Service’s Path Forward’, guided by the 3R principles — Revisit, Rethink and Recharge.

“These principles serve as a platform for us to reassess current approaches, transform our mindset and reinvigorate our work spirit to ensure public service delivery remains relevant and effective in a dynamic environment,” he said in his welcoming speech at the Civil Service Day 2025 celebration held here on Monday (Dec 15).

Hii, who was also chairman of the HPA Sarawak 2025 organising committee, said the appreciation ceremony was held to recognise the commitment, dedication and support of all parties involved in the successful organisation of HPA Sarawak 2025, which culminated on Nov 20.

He noted that the programme this year featured exhibitions by 17 Sarawak public service agencies, comprising four units under Jabatan Premier Sarawak (JPS), 12 ministries and one government-linked company (GLC).

“This time, the exhibitions were not merely showcases of functions and responsibilities, but were designed to incorporate the 3R elements, as emphasised by the State Secretary,” he said.

Hii also congratulated the recipients of the Sarawak Public Service Quality Awards (AHPANS) 2025, noting that while not all awards could be presented during the main Civil Service Day celebration, winners — particularly second and third place recipients across all eight categories — were formally recognised at the appreciation ceremony.

He hoped such recognition would continue to serve as a catalyst for strengthening innovation, governance improvements and a culture of excellence across the Sarawak civil service.

In addition, Hii congratulated recipients of the Sarawak and Federal Public Service Exemplary Officer Awards, saying their achievements reflected not only personal excellence but also served as inspiration for civil servants to uphold integrity, professionalism and dedication.

Touching on participation, he said HPA Sarawak 2025 recorded attendance of more than 5,000 civil servants from both the Sarawak and Federal governments physically, with many others joining via the Zoom platform.

“The success of this programme is the result of strong teamwork and the dedication of all committee members, whether directly or indirectly involved,” he said, while also expressing appreciation for the continuous leadership and guidance of the Sarawak State Secretary in ensuring the smooth implementation of the overall programme.
