Sarawak Civil Service earns dual Malaysia Book of Records recognition

KUCHING: The Sarawak Civil Service (SCS) has earned two recognitions from the Malaysia Book of Records (MBOR) by implementing the Sarawak Civil Service Quality Award (AKPANS) 2025 and the SCS Scorecard.

The first recognition, under the category ‘Most Government Agencies in a Multi-Tier Quality Evaluation Framework’, was awarded for AKPANS 2025, which involved 171 government agencies across Sarawak.

Meanwhile, the second recognition was granted under the category ‘Most Agencies Implementing Continuous Measurement Balanced Scorecard Performance’, involving 100 agencies under the SCS Scorecard, recorded on November 1, 2025.

The certificates were presented by an MBOR representative to Sarawak Transformation and Innovation Unit (STIU) Director Superi Awang Said, in the presence of Deputy Sarawak State Secretary (Operation) Datuk Hii Chang Kee during the Innovative and Creative Circle (ICC) 2026 Mini Convention Awards Ceremony at the Unit For Other Religions (UNIFOR) Complex here on Saturday (May 9).

For the AKPANS 2025 MBOR achievement, the initiative involved the official participation of 171 government agencies across Sarawak and was implemented through a comprehensive multi-tier evaluation approach involving self-assessment and supporting reports, desktop assessments, as well as site visits.

Its assessment criteria were guided by the Malaysia Business Excellence Framework (MBEF), tailored to Sarawak’s priorities such as innovation, governance, service delivery effectiveness, workforce wellbeing and impact on the public.

Beyond recognising achievements, AKPANS also functions as a continuous improvement platform, with findings used to identify areas for enhancement, particularly in implementation, documentation and service delivery.

As for the SCS Scorecard achievement, it involved the participation of 16 units under the Sarawak Premier’s Department, 12 ministries, 12 divisional administrations in Sarawak, 19 government departments, 24 local authorities and 17 Sarawak statutory bodies.

The recognition underscores the effectiveness of the Balanced Scorecard as a strategic performance management tool in strengthening a more efficient, transparent and high-impact public service delivery system.

It also highlights improved alignment with key frameworks such as the Post COVID-19 Development Strategy (PCDS) 2030, the Sustainable Development Goals (SDG), the Malaysia Plan and individual agency strategic plans.
