Six state agencies receive first excellent SACSES recognition

KUCHING: Six Sarawak Government agencies became the first recipients of SACSES excellence recognition certificates, marking a major step in strengthening sustainable and integrity-driven public service standards.

The pioneer agencies recognised under the Sarawak Civil Service Environmental Standard (SACSES) were the Sarawak Syariah Judiciary Department, Kuching North City Commission, Sarawak Natural Resources and Environment Board, the Sarawak Bumiputera Court, Limbang Resident’s Office, and the Sarawak Transformation and Innovation Unit.

The recognition certificates were presented by the director of Sarawak Transformation and Innovation Unit (STIU), Superi Awang Said to the five agencies and witnessed by Deputy Sarawak State Secretary (Operations) Datuk Hii Chang Kee during the Mini Convention Innovative and Creative Circle (ICC) Awards 2026 for the Sarawak Premier Department at the Unit for Other Religions (UNIFOR) Complex here on Saturday (May 9).

SACSES was introduced by the Sarawak Government to replace the Public Sector Conducive Ecosystem (EKSA) as part of efforts to create a more systematic, sustainable and distinctly Sarawakian workplace culture within the civil service.

The initiative, spearheaded by STIU under the Sarawak Premier Department, promotes quality work practices through prudent resource management, green initiatives, organisational integrity, and safer working environments.

Apart from emphasising office cleanliness and organisation, SACSES also focuses on compliance with standard operating procedures (SOPs), systematic visual management, and continuous organisational improvement.

The framework supports the ‘Ease of Doing Business’ agenda under the Post COVID-19 Development Strategy (PCDS) 2030 and aligns with the Sustainable Development Goals (SDGs), particularly in environmental sustainability and effective public institutions.

Implementation of SACSES covers two main components – Governance Structure and the Implementation of Practices and Cultural Development.

The Governance Structure component focuses on establishing SACSES management committees, preparing documentation, and coordinating implementation systematically at agency level.

Meanwhile, the Implementation of Practices and Cultural Development component emphasises organised work practices, SOP compliance, integrity values, sustainability elements, and systematic workplace management.

STIU has also been recognised as the official certification body for transformation and innovation initiatives within the Sarawak Civil Service, including certification standards development, audits, monitoring, and technical support for agencies.

The Sarawak Government expects SACSES to improve organisational productivity, strengthen agencies’ corporate image, reduce resource wastage, and enhance public service delivery.
