
KUCHING: Incest perpetrators and victims are to be profiled by the State Social Development Council (SDC) in order to study the castrate proposal as an additional punishment, said Minister of Welfare, Community Wellbeing, Women, Family and Childhood Development Dato Sri Fatimah Abdullah.
According to her, the medical departments, police, welfare departments and also family council are some of the agencies that will be working together with SDC and the others to profile both perpetrators and victims.
“The profiles will be used to understand the causes of the cases, and we will discuss the castrate proposal in our lab later, after we have completed the profiling of which the result is expected by November this year” said Fatimah after chairing the Women and Family Council meeting held at a local hotel, yesterday.
She added the profiling is needed in order to understand the cause or causes of the cases as it might involve the mental state, environment or many others.
She also noted that 15 cases of incest have been reported this year as of September 2017, compared to 13 cases for 2016 and 21 cases for 2015.
The youngest victim, she said, was three years old, for 2016, while for 2017, the victim was eight years old.
Fatimah also pointed out that the Head of the State Criminal Investigation Department (CID) Dato’ SAC Dev Kumar had assured that the police would prioritie report on incest cases.
She also urged the public to come forward with information on such cases to help the victims.
Also present were State Women and Family Department (SWFD) Director Noriah Ahmad and State Criminal Investigation Department (CID) Dato’ SAC Dev Kumar.
